PHLEGM v8 - Revision r95 - Correct CHAR Tree selection backdrop

Diagnosis
---------
The Windows TreeView's per-item CDDS_ITEMPOSTPAINT is not the final paint
stage. Standard drawing can still place opaque text and/or highlight
rectangles over the CHR label and its dotted outline. The screenshot shows
black bars underneath *multiple unselected labels*, not just the focused
item. Suppressing CDIS_SELECTED alone does not solve that.

Correction
----------
When TYPEFACE=CHAR and VIEW=TREE:
- Request whole-control CDDS_POSTPAINT in CDDS_PREPAINT.
- Preserve native expander buttons, hierarchy lines, scrolling, keyboard
focus, mouse hit testing, and tree selection logic.
- Perform the complete CHR label pass only in CDDS_POSTPAINT after the
native TreeView finishes all drawing stages.
- Clear the entire label-to-right interval white for EVERY visible item,
not only the selected item, removing both ordinary native text backdrops
and selection bars. Left indentation/expanders remain untouched.
- Paint CHR glyphs in MONO black or ARGB false colors on white.
- Draw ONLY a 1-pixel, 1-bit dotted rectangle around the selected CHR label;
bounds use 8-pixel CHR character width, not native font width.
- Do not invert or fill the selected label. ICON and FONT remain unchanged.

Verification
------------
Static paint-order/regression checks and archive integrity can run on this
host. A successful Windows native build and GUI screenshot are still needed
to confirm Windows common-control theme behavior end-to-end.
